Tsuzuki Asato is a shinigami (god of death). That means his job is to fetch souls when their time on the earthly plane is done. He uses fuda, magical japanese papers to summon creatures from other planes (dragons, guardians etc) and to cast spells. In this drawing he's about to summon one of his allies with a fuda he's holding in his hands. Tsuzuki is the main character of the anime series Yami no Matsuei. I have left the Yami no Matsuei fandom for a while, but I still do fan art for it sometimes. Maybe because Tsuzuki resembles John Constantine in a way...
